The Morrison Town Board rejected a special review for the property at 905 Bear Creek Avenue to be turned into a for-profit wedding chapel for weddings, events, parties and more.

"The subject property is .77 acres and has an existing 2,880 square foot wedding chapel structure. The for-profit wedding chapel was approved by special review in 1991 and included a 140-seat chapel, 39 parking spaces with 49 percent of the site maintained as open space," according to public hearing documents. "On July 3, 2018, the property was rezoned to PD – Planned Development to facilitate redevelopment of the property to accommodate a specialty retail running store (Pacing the Cage) and complementary offices. Per the Pacing the Cage, LLC Overall Development Plan/Final Site Plan, any use other than a specialty retail running store, and complimentary offices shall be considered a Special Review Use, subject to Special Review standards and processes."
The applicant, Justin Clark of JR Clark Enterprises, submitted the first application for the new event space on Sept. 1, 2021. The application process has been ongoing since, with reviews and resubmittals stacking up after feedback and comments from inspectors, board members and the town planner.
On May 11, 2022, the board decided that the applicant did not address the board and town planner’s concerns with parking, fencing, lighting, occupancy and other building requirements. This comes after three resubmittals to the original special-review application.
Clark expressed his frustrations with the process, saying "we need the town to work with us."
The board voted 5-1 in favor of denying the application. Adam Way voted against the denial, and Matt Schweich was absent.
Ultimately, the public present at the meeting agreed with the decision. Earlier in the meeting, public comments expressing concerns about traffic, wildlife and environmental impact were heard.
“We need to protect the interests of our residents,” said Katie Gill, after hearing the concerns from the public.
