Romberg: Conservation easements need to remain in place

About the worst tool out there for land preservation is the term conservation easement. Such an easement allows the owner of a property to be paid not to develop a property for a specific period of time that will expire at the end of the term.

When I was a member of the Board of Great Outdoors Colorado, we were asked to consider such term easements. The vast majority of the Board, including me, believed it was a terrible idea. We concluded that such term easements did nothing more to pay someone for a relatively short period of time to delay development.
