Colorado’s open meetings law requires, with a few exceptions, that the activities and meetings of public bodies in our state be conducted in public. One exception allows secret, or executive sessions, to develop negotiation strategies and instruct negotiators. That exception makes sense, as taxpayers would be at a disadvantage if the government’s strategy when negotiating a real estate deal or contract were available to the other side.
